A land record can exist three times: in a ledger, in a spreadsheet someone built in 2009, and in a folder of scans. The registry has to hold one truth, so the project is deciding which, and recording why.

How we run reconciliation

Every record gets a source, a confidence and a reviewer. Conflicts go to a queue that department staff work through with the original documents. Nothing is silently merged.

Systems fail when staff stop trusting the data. Reconciliation done in the open, with the department, is how trust is built before the first citizen logs in.
